Use --skip-duplicate to avoid errors in CI pipelines

Packages pushed to nuget.org cannot be deleted, only unlisted

$ dotnet nuget push *.nupkg -s https://api.nuget.org/v3/index.json -k API_KEY

Push all .nupkg files in directory.

$ dotnet nuget push MyPackage.1.0.0.nupkg -s https://api.nuget.org/v3/index.json -k API_KEY --skip-duplicate

Push and skip if version already exists.

$ dotnet nuget sign MyPackage.1.0.0.nupkg --certificate-path cert.pfx --timestamper http://timestamp.digicert.com

Sign a NuGet package with a certificate.
